International competitiveness, rapid technological advancement, growth of science based industries are forces that bring universities and industry into cooperative relationships and motivate these alliance. Thus the universities “Third Task” is to support the development of the surrounding community through the development of innovation entrepreneurship, university knowledge transfer and close relation with industries.
The trans-Europian mobility scheme for university studies – TEMPUS – is the Eupopean Union’s program wich supports the modernization of higher education institutions in the EU’s surrounding area. It promotes institutional cooperation that involves the European Union and Partner Countries, and focuses on transformation and modernization of higher education systems in Partner Contries of Eastern Europe, Central Asia, Western Balkans and the Mediterranean region.
One of the priorities under which our project was developed has been devoted to the issues connected to knowledge triangle of education-research-innovation.
Such role of the universities and the growing significance of knowledge are also seen as explanations for the birth of the entrepreneurial paradigm in universities. “Entrepreneurial University” can be seen to be more responsive to social and economic demands.In the so-called knowledge society universities are expected to change faster than earlier in order to hold their leading role in societal progress. The “Third Task” increase demands for universities pro-activity. Interaction with the society, innovation, knowledge transfer and exploitation of scientific research have been emphasized in national policies to create well-being and economic competitiveness. Universities are supposed to have a central role in the knowledge production system through being actively engaged in entrepreneurial/innovation activities.
The modern Kazakhstan, Moldova and Russian universities as the beneficiaries of the project grant start to manage the process of developing synergy among education, science and innovation. In this process the project with its specific objectives is the best instrument to build the triangular (education-research-innovation) relations.
Entrepreneurship opportunities, and drive of young generation to open their own innovation business are growing in Moldova, Kazakhstan and Russia, similarly as in other European countries. Also commercialization of scientific research, innovation in business, and knowledge-based society have become priorities in the policies of governments in these countries. Therefore the three universities (UASM, KasNU, MSU) decided to develop entrepreneurial ecosystem, business incubation activities and transnational innovation networking, as well as learn how to effectively build new innovation businesses with the support of Europian partners (POLIMI, KUT and Go Group).
